Mr. Talbot of the F.0. came over

and spoke to me about this suggestion and I

ventured to say that I thought there would be no

objection to it. The F.0. do not comment on

the question of sending the returns by air mail

but as in the new form they will not be bulky,

I suggest that they should continue to be sent

deskatch by that route. I attach draft l

These are very bulky returns but the

summary forming the first enclosure is useful.

It is, however, scarcely worth while copying

these out to send to two Departments. ?

Japanese assurances that no war material will be
